The conduct of the ICOMOS Statutory meetings is governed by the ICOMOS Statutes and the ICOMOS Rules of Procedure.

- Delegation of powers â Advisory Committee, National Committees meeting and Scientific Council
Please note that, according to Article 110 and 111 of the Rules of Procedure (adopted by the 19th General Assembly , 2017) :

Article 110
Delegation
- Any member of the Advisory Committee or Scientific Council who is unable to attend a session may be represented by someone else: the President of a National Committee by a member of the National Committee of his or her country, and the President of an International Scientific Committee by a member of his or her International Scientific Committee.
- The designation of a representative shall be made by means of a written, signed and dated proxy, to be sent to the President of the Advisory Committee with a copy to the International Secretariat at least fifteen days before the meeting.

Article 111
Eligibility to vote
Presidents of National Committees or their representatives shall be entitled to vote at Advisory Committee meetings only if their Committees have transmitted, not less than one month before the meeting, all membership dues owed to the International Secretariat in compliance with Article 6-b of the Statutes;
The proxy form for the Advisory Committee (which covers also the National Committees and Scientific Council meeting) is emailed to the National and International Scientific Committee Presidents. Only duly designated delegates will be allowed to vote (one vote per Committee).

- Committee Observers (*) and additional voting members
With the introduction of the Annual General Assembly, a growing trend in recent years has been that many National and International Scientific Committees send more than one representative. This is a welcome change that allows members of ICOMOS who are not Committee Presidents to get directly involved in the work of the organization and be enriched by the Annual Scientific Symposium.
However it also places an increasing burden on our Host Committees. It has therefore been decided that whilst the Board, Committee Presidents or their designated representative continue to attend free of charge, additional Committee Observers (*) and voting members will be asked to contribute a registration fee (see fees and deadlines under âRegistrationâ). Contributions must be paid on-line when registering.
Exceptions may be made if the official delegate comes from a developing country and needs the presence of a colleague for purposes of translation. Please contact the conference organisers prior to registration.
Observer Registrations will be accommodated within the limits of places available, with priority given to Board members, Committee Presidents or their designated representative and voting members.
- Annual General Assembly
The new ICOMOS Statutes foresee an Annual General Assembly that takes place in conjunction with the Advisory Committee meeting.
The agenda of the Annual General Assembly will focus on:
- Receiving the reports of the ICOMOS President and Treasurer on the management by the Board and the health and financial situation of the association;
- Approving the annual report and accounts and discharging the Board, as well as voting next yearâs budget;
Attendance and voting rights at the General Assembly are governed by Article 9 and Article 13-d-4 of the ICOMOS Statutes and Article 36 and 37 of the Rules of Procedure.
